Why Ballarat's winters matter for repointing: the code's 5°C line and the weather record

The Heritage Council of Victoria's repointing code (June 2020) lists temperatures below 5°C as unacceptable working conditions unless misting systems maintain humidity, and asks for four weeks' protection from frost, rain, sun and wind. Ballarat Aerodrome's mean minimum temperature in July is 3.2 °C, so winter is a real question for a quote. What the code says

The Heritage Technical Code on repointing with lime mortars, published by the Heritage Council of Victoria in June 2020, sets conditions for the work and for the weeks after it.

  • Cold and heat: Unacceptable work conditions are temperatures below 5°C and above 30°C unless misting systems are in place to maintain humidity.
  • Protection: New work shall be protected from frost, rain, sun and, particularly, wind for a minimum of four weeks after laying masonry or repointing joints.

What the Ballarat record says

The Bureau of Meteorology's climate table for Ballarat Aerodrome, read on 6 October 2026, gives the mean minimum temperature for each month. The lowest is July's 3.2 °C.

  • June: 4.0 °C, the average overnight low.
  • July: 3.2 °C, the lowest month in the table.
  • August: 3.7 °C.
  • September: 4.8 °C, still under the code's line.

What neither tells you

A mean minimum is an average of overnight lows at one station. It says nothing about the temperature on a particular working day, or at a sheltered wall in the afternoon, and the code does not say how to measure the temperature of the work. Whether a given job can be staged around a cold spell is a question for the provider, not for a table.

What to ask the provider

  • Schedule: In which month is the work planned, and what is the plan if the forecast falls below the code's line?
  • Protection: How will new work be protected for four weeks, and who checks it?
  • Misting: If the weather is outside the code's range, will misting be used to maintain humidity?
