Heritage Victoria says its general permit exemptions are designed so that everyday activities, maintenance and changes that do not harm a place's cultural heritage significance can go ahead without approvals under the Heritage Act 2017. It says they apply to all places on the Victorian Heritage Register, that specific exemptions for a place prevail over general ones, and that if you work under a general exemption it is your responsibility to ensure that you and any contractors you engage are appropriately qualified. The Heritage Overlay
The Heritage Overlay clause of the Victoria Planning Provisions, in the 2017 version read here (VC141), lists among works needing a permit works, repairs and routine maintenance which change the appearance of a heritage place or which are not undertaken to the same details, specifications and materials. The current wording of the clause was not read, so it is not the basis of any statement about your building.
