The City of Ballarat's precinct description (HO 170, Soldiers Hill) says its buildings are either weatherboard or brick construction with unpainted brick chimneys, so on a chimney or wall there the finish of the new joints is visible from the street.

Heritage Repointing around Soldiers Hill
The precinct lies directly north of the city centre, within urban Ballarat, and the description is from the City of Ballarat's Heritage Precincts Statements of Significance, written in 2006 and revised in August 2014, an Incorporated Document in the Ballarat Planning Scheme. It is a description of what the precinct typically looks like, not a rule, and it is the weakest of the four facts on this site: other precincts in the same document also describe brick chimneys, so the page does not claim unpainted chimneys are found only here.
On unpainted brick the mortar's colour and texture are seen as well as its strength. Ask the provider what the mortar will be, what it is matching and how a test area will be shown before the whole run is done. The Heritage Council of Victoria's code says earlier repointing in hard cement mortar, or with incorrect profiles, shall not be matched.
Permits and City of Ballarat rules
Whether a repointing job at an address here needs a permit depends on the property, not the suburb. This page does not say whether any address is in a Heritage Overlay or on the Victorian Heritage Register; the City of Ballarat's Heritage Advisors can say, and Heritage Victoria for a Register place.
